I could reproduce the problem:

The message is displayed by blueman-services (Bluetooth service deamon) as shown on the display.
You can solve it with one of the following:
- Remove package "blueman" if you are not using Bluetooth (sudo apt remove blueman)
- Enter "blueman-service" at Terminal, Select item "Transfer" on the left side and make an "Incoming Folder" selection
- Generate "Downloads" folder under the home folder. (valid only for user)
- Menu - Setting - Session and Startup, Click on "Application AutoStart" above,
Uncheck "Blueman Applet" (not using Bluetooth, valid only for user)
