That is a good option, although I have too much stuff in my panel (I still am not used to calling the menu the panel) now. But I am finding that using the Thunderbird calendar seems to work well for me because I check my emails several times a day so I see any alarms/events there. I was used to having an image pop up at specific times to tell me things (this was on my Mac) but this new way seems to work just as well for me.
You can install it via apt-getthen, right click on the panel, select panel > add new items and add the applet. Set your custom alarms and that's it. It has a timer which I think can manage what you want to do; biweekly alarms.Code:$ sudo apt-get install alarm-clock-applet
